On April 29, 2022, Yu Yi, spokesperson and office director of the China Council for the Promotion of International Trade, released the "2021 China Business Environment Research Report" (hereinafter referred to as the "Report") at a press conference in April.

"Report" shows that the evaluation of China's business environment by enterprises is on the rise year by year, but there are still 7 demands. The first is to speed up the creation of a high-quality and efficient service-oriented government; the second is to further improve the scientific nature of relevant policies; the third is to make overall planning and take multiple measures to effectively reduce the production and operation costs of enterprises; the fourth is to help enterprises solve the bottleneck of attracting, retaining and using talents through policy innovation and guidance; the fifth is to effectively broaden financing channels, reduce financing costs, and alleviate the problems of difficult and expensive financing; the sixth is to scientifically plan and improve the regional industrial supporting system in a timely manner; the seventh is to provide timely guidance and support for enterprises to deal with uncertain risks.

"Report" shows that in 2021, the surveyed companies evaluated the national business environment for 4.38 points, an increase of 0.03 points from 2020. Among them, the eastern region, Sino-foreign joint ventures and traditional manufacturing industries have a higher evaluation of the business environment, and the western region, resources The industry and service industry's assessment of the business environment has declined slightly.

From the breakdown of indicators. After 6 years of continuous optimization, the business environment evaluation index system of the China Council for the Promotion of International Trade has formed a system covering "infrastructure", "living facilities", "policy government affairs", "social credit", "fair competition", "financial services", "fiscal and taxation services", and "society There are 12 first-level indicators and 48 second-level indicators including" rule of law "," technological innovation "," human resources "," customs. Among the 12 first-level indicators, the evaluation of 11 indicators has improved, and the evaluation of 1 indicator has decreased slightly. Among them, the "fiscal and taxation service environment" has the highest evaluation, followed by "customs service environment", "social rule of law environment" and "social credit environment", and "human resources service environment" and "financial service environment" have relatively low evaluations.

Since 2016, the China Council for the Promotion of International Trade has carried out large-scale business environment research and issued annual reports throughout the country for six consecutive years, reflecting the achievements and existing problems in the construction of the business environment, and researching and putting forward opinions and suggestions to actively help optimize the business environment. In 2021, through questionnaire analysis, field visits, corporate discussions, comparative analysis, and literature analysis, nearly 5000 companies were surveyed, covering 29 provinces and municipalities across the country, and special studies were conducted on the border trade environment and related issues.
